Two cases of possible ethical issues in Massachusetts’ Department of Energy and Environmental Affairs have cropped up in the past few months. That includes allegations that surfaced last week that an administration member retaliated against a staffer whose fiance is running against an incumbent Republican lawmaker in western Massachusetts.
