Another new charter school will be opening in Springfield. The Massachusetts Board of Elementary and Secondary Education voted Tuesday to approve the Libertas Academy Charter School.

The vote comes at a time when lawmakers, educators, unions and families are talking about the value of charter schools and whether more should be allowed to open.
