The last few years, most state budgets have been strained. And that has led to a debate about how best to raise revenue. A new report by the Political Economic Research Institute, AKA- PERI, at UMass Amherst finds that raising taxes on the wealthy does not produce the dire consequences that some suggest are an inevitable outcome. The reports author professor Jeffrey Thompson says raising taxes on the highest income households has both pluses and minuses. But, he says that the debate on the issue is high on hyperbole and short on the facts.
