Next week, Massachusetts Congressman Richard Neal of Springfield will begin his 15th, and perhaps most significant, term in office. Neal will be the top Democrat on the House Ways and Means Committee. That’ll give him a front-row seat to the debate over tax reform. President-elect Donald Trump has said he wants to drop the corporate tax rate from 35 to 15 percent.
